Keep plugging away... definitely a improvement.. have you figured out his Temps and proper lighting?
I now have the proper lighting you told me about now (the HO T5 UV tube light), but the temp/humidity sensor hasn't come in yet. I'll let you know the readings of it when it comes in.

Tortoises develop symptoms very slowly and heal very slowly.

Keep up your nursing care -- I think if there's no significant improvement on the other side of this weekend, time to have a reptile veterinary office evaluate him.

Looks really sore and uncomfortable. Hope environment changes and soaks help to resolve this for you and your tortoise. Keep going with the soaks and use clean water.
