Here in Phoenix we are in full monsoon season. So far, it's rained pretty hard 2-3 nights where I live. Since the summer temperatures have been over 100 degrees Mr T. has been sleeping in the middle of my lawn at night. Around 8AM he goes back to his shaded/covered burrow and sleeps until 4PM.

Even when it rains hard all night, Mr T. refuses to go to his burrow or dogloo and prefers to sleep in the grass. Is this normal? Should I be concerned?

P.S. Mr. T is a 80-100 lbs sulcata.

During monsoon season it's probably about 90-100 degrees when it's raining.

Probably not a problem. Mine love to walk around in the rain when we get it, and one of them will sleep in it also while the others go find a shelter. It is warm enough in your area to not worry about them getting cold and wet.

Yeah it shouldnt be a problem. as long as he can get out of the rain, and dry off. also make sure there isn't flooding.

An 80 to 100lb sulcata tortoise sleeps wherever he wants to!! :D
