Wait for somebody else to say for sure, but I think those are Asters.

Asters. I have patches of them all over, including in my tortoise pen. When the leaves are tender and new, like the shoot that is just to the left of the lower flower, my torts eat them up.

Yes they are safe. Edna do your tortoises like them a lot? Thinking I might try finding some next year and giving them a go.

What I have is growing wild, really hardy with a tough root system. From the first shoots appearing the spring right up until blooming my torts eat them up. The asters are growing in my enclosure with clover and chicory and the torts don't discriminate. At bloom time they become that darker green color and are very tough. If you want me to send you a start, let me know.
If you just end up hating them, broadleaf weed killer does a great job on them.
