Proper Thermal Gradient?

@Tom Understood, here I am spending more money on "special" bulbs when I could be using something more beneficial and cost efficient. Any suggestions on a good cost efficient rheostat? I'm only asking in case things are still too warm in there. This morning at about 11, things were already at about 90 degrees on the cool side. I either want to control the wattage output or have the basking bulb shut off completely.
