So put the CHE light on over night kept it at 80°F . Didnt anything today. I noticed he doesnt dig anymore just sleeps right under the heat spot ? Any thoughts on that ?

It could be preparing to lay an egg.
It's just a baby tortoise. No eggs for a few years yet.
Yea i added a ceramic heating lamp on both sides of the enclosure. Keeps it around 80 at night. I think it was too cold for the lil guy. Because now he actually burrows down in the dirt un like before staying under the basking light all the time.
I was so worried but happy he is eating now
