Plants for outdoor enclosure

Recently, I've been thinking about making an outdoor tortoise enclosure for my Russian. We are not transitioning him outdoors permanently, this is more of just an outdoor play pen. His enclosure is a square, a little over 8 feet on both sides. I hope to find a plants that are tortoise safe, relatively small, and hardy. So far, I will add fescue grass (blue fescue), spineless prickly pear, and some small succulents (echeveria, aloe). Any suggestions for other plants, substrate, terrain, etc. Really, right now, I'm open to any suggestions. Thanks for helping.

Russians don't eat much grass. They eat broad-leaf plants and weeds. You can plant violas, dandelion, squash, etc.

Ok, thanks. I've been looking into plants but cannot seem to find ones that are safe, common, and small. thanks for the help, I think I'll have to invest in some squash.
