Pink plastron and feet

I would agree with dmmj, it looks like septicemia. Something like this would require vet attention.

Septicimia is basically an infection that spreads, a small simple cut can cause it, a vet visit would be great, if it is septecimi, the tortoise will n need antibiotics.
