Peeling plastron?

Hi! I somewhat recently acquired a female Russian tortoise through a breeder up in Phoenix on 4/8/20. When I first got her she had a very large dent in her plastron that looked like a wound. She has been to the vet and the vet told me that it is most likely a trauma wound but that the shell will heal in a couple of years.
Today I picked her up for her weekly soak and noticed that the whole area has started to peel off and I can see what appears to be bone? Do tortoises shed and regrow their scutes?

They do not shed and re grow scutes normally.

This does look like an old wound, or maybe even a burn. Whatever happened was years ago. It takes shell a very long time to heal and I don’t see anything obvious that would require a vet visit. It’s possible that the original injury was worse than it initially appeared. The shell heals from the inside and eventually the old damaged layers of scute and bone will flake off like this.
