and it says that pedialyte can be used with torts? can i have my tort drink it since its been hot in la and he might be a little dehydrated

Unless your tortoise is truly dehydrated because of health or stress related reasons there is no reason to offer them anything but water. If your tortoise has constant access to clean drinking water and is healthy it will know enough to drink and stay hydrated.

I would just give access to water for your tortoise at all time. You can use a shallow bowl or something like that in the enclosure and put clean water regularly.
