Outdoor substrate

What would be a good, cheap substrate for small outdoor enclosure? Potting soil, plain dirt, cypress mulch? And does everyone keep their outdoor enclosures covered during the day?

I just make my enclosures on the dirt, like this:

I use covers for small torts, but once they get about 4" or so, I don't worry about covers. Please note that this is different in different areas. I don't have a problem with predators due to my situation. If you might, then take every precaution. Having a cover will not hurt a larger tortoise that does not need it, but NOT having a cover when you did need it....

I just have dirt, grass, edible plants. I have a year old leopard and I cover it with a chicken wire top.
