Outdoor enclosure

Hi
Im planning on turning a childs pool into a outdoor enclosure for my russian tortoise Will putting compost in there as a substrate be ok as long as it has no fertilisers in it?. Im going to plant some seeds in it so he has weeds growing in there that he can eat as well as what we pull up from the garden. Also is there anytjing else to consider to go in it. I will be adding a plantpot hide for him and water dish.
Our garden isnt big enough to build a big full time enclosure.

I use premier peat moss. It's great it takes on growth nicely. You must get it soaked first or else it puddles but after that its awesome. If you look back on my threads I used a sand box last year and you can see the nice growth.

Thank you for your advice. Im in the uk and we get quite a bit of rain some days would i be best to put holes in the bottom of the pool to help drain away excess water?
Sorry for so many questions im a novice lol
