You're not giving us much to go on. We need to know more - what foods do you offer? What are the temperatures in the enclosure? Is it indoors or outside? Do you soak it in warm water?

It would help us to help you if we could see pictures of where the tortoise lives (including the tortoise)

Bro
13 degrees is too low for stars
Immediately get it indoor and arrange heat lamps and basking lamps

U need to soak it in a bit warm water
Immediately keep it in 90 Fahrenheit

Is it indoor or outdoor??

@charan You need to get your tortoise warmer immediately!

@kobe is correct - 13° is way too cold and that tortoise is going to become ill very quickly at those temperatures. It very likely may already be ill.

You need to give nice warm baths to the tortoise with water that is about 35°. The tortoise needs to warm up and be kept at least in an area that is 28° to be able to try to recover and get active enough to start eating.

As others have asked, please show pictures of the tortoise and the enclosure as well as how you provide heat and light for it.
