New tortoise seems a bit restless and trying to escapee

It takes a while for tortoises to settle down in a new territory. And yours is used to living in a large group of tortoises, so he's going to feel especially vulnerable. Once he realizes he's safe in there, he'll relax and start eating. For now, place him in front of the food every time you walk by the enclosure. This makes him have to scurry back into the hiding place, and the more this happens, the sooner he'll realize nothing is going to get him.
