Welcome! This seems to be a reoccurring thing here on the forum, lots of people took their torts to the vets and had them removed, I would try getting a reptile specialist to do that. Where did you buy him?

It seems like it could be a bacterial infection. I got him from countrymaxWe've been seeing a number of baby sulcatas with yellow bumps lately, posted on the Forum. Most of these threads are posted in the Tortoise Health section.
You're going to need a reptile veterinarian. If it's the same thing, it's bacterial, and they may need to do testing to make sure they prescribe the right antibiotics for it.
So you mind telling us where you got your little one? It may help us connect the dots.

Looks like a type of bacterial infection that spreads through the external skin.
Also, if you don't know where you got your guy/gal you should locate where you got him and figure out if others that were in the same captivity as this guy have also had a spread of what is showing. IF so a bacterial infection sounds about right. Tortoises are prone to get bacterial and parasites as the number one thing to be wrong with them. As well as RI issues.
his was a case of the these were secondary to the crypto. in all the cases we have seen here there so far is no sign of crypto and these do resolve with the proper antibiotics. the bumps themselves are not directly crypto thoughI think I can recall Tom saying that this was cryptosporidium, I may be wrong though.
i would be countrymax got them from a wholesale breeder so where they came from we will never know unless someone knows who wholesales to them. these are FAR to recurring in young sulcata at the moment and they seem to be all the same thing. if these are this is a bacterial infection of the skin. they will need antibiotics. this is getting way out of hand now. im seriously getting worried about why these are coming up so often now.
