roses are safe to feed according to tortoisetable:
http://www.thetortoisetable.org.uk/site/plants_19.asp?thissection=5&sitestartnum=101

members of fabaceae can be problematic, especially w/this wording from wikipedia "Four grams from the root is also said to induce abortion in the first trimester of pregnancy." so i would avoid your mexican bird of paradise plant

fescue grasses are probably OK, but I'd wait for confirmation from somebody else on here w/more experience w/it

don't know about your other plants...that foxtail fern is also referred to as 'asparagras fern' and I saw a post/website about it somewhere before, but I can't remember whether it was safe or not

hope you get some more answers about the rest :)
