Boy, you better find a world renown tortoise specialist with lots and lots of hours with tortoise medicine/treatment before I would let a vet do that.
The vets know so little about them I would trust many to do that.

Pretty specialized stuff equipment-wise, but an innovative solution to a lot of behavioral problems.

The traditional surgical removal of the penis (torts don't urinate through them) never addressed any of the behaviors people find problematic in captivity, aside from priapism.

But yeah, you may have trouble finding someone local who has the laproscopic jazz and has done it before.

(Seems to me this technique was worked out initially by surgeons doing female ovariohysterectomy...much easier surgery and recovery than going through the plastron with animals that are already critically ill with retained/broken eggs.)
