I think this is scutes that has dry flakes I'm not really for sure though need help

The only thing that I see that causes question is, what is that little pot hole spot? The flakes are not really anything that looks like a concern 
Kinda appears normal to me ...when they come out of the water they dry out...this is good.... IMHO

His previous owner treated him bad and I'm still try to make him healthy and his shell better also I wasn't for sure about it I wanted some reassurance and thanks to all that will answer this
Oh then that spot I was referring to likely is an old damage area...as an overall his shell looks fine in the pic you have here.....
Yea the owner that had him before had no clue about turtles and requirements for a turtle. I'm also going to get another RES from a friend from school it's a rescue because it's size of mine in a 10 gallon with water that's it!!!!!!! So I'm stepping in a getting her and give her a good life.

Now, I am not the best expert in the world and it is hard to tell from pictures but it looks like some shell rot to me. Does it smell? It might be abrasion from rough dock. If he had been in dirty water I lean toward rot or infection.
No it doesn't stink and thank I know what shell rot is and in pretty sure it isn't .
