Need enclosure info, please!

Hi I have two Russian Torts. We want to build a new encloser but want to do it correctly! The min wax water seal is safe for them? Also because we live in Canada and it is cold in the winter I was told they needed a heating pad underneath in our glass terrarium. Can you use a heating pad underneath wood?

1. You'll need two enclosures as russians don't do well in pairs
2. You'd have to set it in the sun for quite a while ti allow it to off gas
3. Glass terrarium? or min wax treated wood? I'm confused. At any rate, you provide heat from above by using the correct type of light and maybe a ceramic heat emitter.
