I need some advice on which species would thrive best in an outdoor habitat in East Texas (Houston). I’ve been researching the Russian and the Hermann’s but I’m not sure if either would do well in our hot humid climate. Any advice would be greatly appreciated.

Your area is really ideal for just about any tortoise. I guess it is what you want. Do you want big like a sulcata. Then you need plenty of outside room. Or you could stay in the leopard/ Russian/ redfoot size. Check out the different species and decide what you want. It's much easier caring for a tort in your area. Like me I live in central Florida. People who live in northern states have a little more challenge than we do.
