Mosquitoes bothering my Torts

Hi everyone.... I have a problem with Mosquitoes.... but not in the water. They are bothering my Torts. They hang around their faces and clearly are annoying.
Any suggestions on how I can stop this? Something I can dab on the tort to deter them that is safe?
They are in large outdoor enclosures.

mosquitoes usually feast on the blood of mammals. I've not heard that they bite reptiles. I wonder if carefully painting lemon juice on the tortoise's head would help? Eucalyptus oil sometimes deters bugs too. I used to keep a couple branches off the eucalyptus tree in my aviary.

I've never seen mosquitos bother my torts either. And BOY do we have a zillion of them.
Is there any free standing water nearby?
It sounds like there is another reason why they are there.
