If it doesn't work this time, I say a couple times of shooting them, will stop the others. People have to start taking animals seriously and make the punishment fit the crime. Harsh, harsh, punishment will stop this and animal abuse/neglect all together.

Harsh punishment is not always the way to go look at the U.S. war on drugs that is a very problematic system but governments around the world should take animals and their rights more seriously
