well, it could be a boy, but in some species of tort the girl will do the same thing.

I wouldn't be able to tell you whether she's a she or a he but
She could just have PMS (P*ssy Mood Syndrome )

Also, whether they are a he or she they need to clean there bottom!!

It's hard to tell by the photos supplied. A clear photo of clean plastron area is needed to see the underside of the tail region.
