AZGFD recommends that before adopting a desert tortoise, potential owners learn as much as possible about desert tortoises and desert ecology. https://www.azgfd.com/wildlife/nongamemanagement/tortoise/captivecare/
Desert tortoises are available for adoption if you are a permanent resident of Arizona.
