My Russian tort, which I've had for a month now ( I made sure to study up on Russian torts for nearly a year before I bought him) was sitting under his basking lamp and I was feeding him, when I noticed a tiny gray bug, the size of a pen's tip, crawling on him. I wiped it off of him and attempted to crush it. It fell into his substrate and I don't know if it is dead or not. I'm really worried that it was a mite, and I don't know what to do about it.

It's most likely what we all seem to get at one time or another. You might get little flying ones to that look like little fruit flies. They don't hurt anything, just bug  us humans. If you boil or bake your substrate before using it, it will either keep them away longer or sometimes you won't get them at all.

Likely what you are seeing are springtails....creepy to humans, not an apparent problem for the torts....
