Lighting/heat source?

What is the best lighting and heat source to use? i have a russian tortoise who lives indoors year-round (with supervised trips outside in the summer) I currently have a under-tank heating pad, but i put it on the side of the tank (as recommend by a girl at Petco) I also have a 100wZoo Med Repti Basking Spot Lamp (I think this only provides the UVA???) So I got a spiral UVB light (I don't remember the brand name or the wattage.) Are these lights okay? My Russian hasn't gotten any bigger since I got her but I see that the ones that were in the pet store with her have grown a bit. Should I get different lights? I saw one called Exo-Terra Full Spectrum Repti Glo 2.0 and I saw one called Exo-Terra Repti Glo 10.0 Compact Desert. Are these better? Do you have another suggestion? please help. I love my girl and I want to make sure she lives a long, healthy life with everything she needs.

I use the T-Rex 100 watt MVB and I know owners that have used the Mega Ray and swear by them. MVB (Mercury Vapor Bulbs) are kind of an all in one bulb they put out heat, UVB and UVA light.
