Lighting at night?

Tortoise type: Russian
Current lighting:
UVB
100 watt basking bulb

I currently leave my Uvb light on for 12 hours a day, my basking bulb keeps the temp normal in the tortoises's enclosure, but I do like my room to stay cold so I was wondering if I turn off the lights at night as you're supposed to if my tortoise will be okay. I would leave his basking bulb on at night but it's very very bright. He does have dirt to burrow in however. Thanks for the help!

Tortoises can't sleep properly if they don't have total darkness.
If you have temperature problems at night you need a CHE (ceramic heat emitter) connected to a thermostat to provide the necessary temperature but no light.

Just to confirm, your Russian is housed indoors, in your bedroom at night, right?
Is this a hatchling on damp substrate or an adult?

Whenever I housed my adult Russians in the house I never supplied night heat. My house temps never dropped below 67°F and that's a fine night temp.

If you have a baby Russian housed with moderate humidity or with higher moisture levels, then maybe some others can advise you on night heat.
