You'll need to increase the humidity in his substrate, and probably make it deeper. What are you using?

One other suggestion. Feed stores often sell what is called orchard mix or pasture mix seeds. Lots of different kinds of grass and weeds that your tort can eat. This can be planted indoors in a tray. I use an under the bed plastic box made to hold clothes and blankets. If you use a grow light you can grow it all winter
Great for variety and better than lettuce
