The Natural Resource Stewardship and Science Directorate (NRSS) provides scientific and technical support to national parks for the management of natural resources.

Mission

The NRSS develops, interprets, disseminates, and uses the tools of natural and social science and resource stewardship to enable the NPS to fulfill its core mission: to preserve unimpaired the natural and cultural resources and values of the National Park System for the enjoyment, education, and inspiration of this and future generations.

Core Functions

The NRSS has four core functions:

• Provide servicewide leadership and coordination to assist park managers in identifying, monitoring, understanding, and protecting park natural resources and values

• Provide leadership and coordination for addressing landscape-scale, national-scale, and international issues affecting park natural resources and values

• Promote the integration of natural resource information into NPS planning, management decision making, and education

• Provide specialized scientific, technical, and policy expertise that cannot be efficiently provided at the local or regional level to parks and the NPS

This is a Term; time limited appointment not-to-exceed 13 months. This position may be extended up to a total of four years.

Travel is required 1-3 nights per 2-3 months.

The Partnership for Amphibian and Reptile Conservation (PARC) is a coalition of Federal and State agencies, tribes, organizations, and industry groups who have agreed to contribute to PARC’s mission, “to conserve amphibians, reptiles, and their habitats as integral parts of our ecosystem and culture through proactive and coordinated public/private partnerships.” The PARC administrative structure includes a Federal Agency Coordinator (this position) who works with the Federal Agency Steering Committee (FASC) and the PARC Joint National Steering Committee (JNSC) to advance the PARC mission. The incumbent serves as a senior principal advisor to:

· coordinate amongst FASC to support inter-agency initiatives and projects which promote amphibian and reptile conservation;

· provide JNSC and FASC with executive assistance/oversight in developing programs, and drafting annual reports, long range plans, guidelines and policies utilizing the latest advances in herpetology science and resource management.

Individual Occupational Requirements

Basic Requirements

Bachelor degree or higher in biological science that included:

•At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and

•At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and

•At least 9 semester hours in botany or the related plant sciences.

OR

Combination of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education.

Specialized Experience Required

You must have one year of specialized experience that equipped you with the following competencies (knowledge, skills, abilities and other characteristics). To be creditable, specialized experience must have been equivalent in difficulty and responsibility to the next lower grade level (GS-11) in Federal service. Examples of qualifying experience include: Demonstrated expert knowledge of herpetology science and conservation management; Demonstrated knowledge of herpetology policy, law and regulation across federal departments and bureaus.

Selective Factors (Mandatory you must possess these skills):

• Experience in planning and coordinating activities amongst Federal and State agencies pursuant to applicable federal and state regulations and statutes designed to prevent or mitigate impacts to amphibian and reptile resources.

• Experience in designing, implementing, and reporting scientific studies that address key issues of amphibian and reptile conservation management.

Quality Ranking Factors:

• Experience in applying herpetology theories, concepts, principles, and practices to the development, application, and evaluation of public policy.

• Experience in effectively communicating with and influencing high-level officials in policy making roles such as those in federal agencies, state and local regulatory agencies, congressional staffs, universities, non-governmental organizations, private industry, etc.

Physical Demands:

The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Work Environment:

Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, firelines, artic environments, swamps, deserts, and forests.
