That type should be fine. You'll just have to make sure it is mounted close enough to the tortoise for it to be effective. This type needs to be no more than about 10 inches away from the tortoise.
The ones that damage their eyes are the cfl type. Those shouldn't be used. They shouldn't be sold either, but people keep buying them.
You will also need a basking lamp and and something for night heat and ambient heat maintenance.

Most of the problems with the zilla tubes were quite a while ago,and they reformulated the phospher coating to fix the problem. It's still a good idea to use a UV meter to make sure the lamps are safe and effective.
T5 tubes can broadcast through screen tops a d give off useable UVB for a out 20".
As Tom mentioned, T8 can still be effective but must be mounted closer to the tortoise and not mounted above a screen.
Screens block out 50% of UVB.
