Is it safe to use ocean sand?

No. No kind of sand, ocean or otherwise, is safe to use for tortoise enclosures. It causes impaction.

Sand will cause intestinal impactions and possible death. You can use crushed oyster shells, though, if you don't have access to mulches or coco coir.
