i think its too early to tell, females have a flat plastron whereas males have a 'concave'. how old is your tortoise?

Still a bit young to tell, but the tortoise looks female at the present time.

A little over a year old. So far the plastron is totally flat.

Too young at a year. You should be able to tell around 3-4
