Oh wow, he's had a ruff life. For sure MBD. I can't tell what it is. I'm guessing some sort of box turtle

At first I thought a deformed ornate, then I saw the skirt, maybe it's a really deformed Radiated....... But I've never been right, I just keep trying ... or maybe a really deformed Hermanni. See how bad I am? But a plastron shot would really help others. :p

I thought at first a leopard tortoise, but I'm going with Maggie's first instinct - Ornata (box turtle). Can we see the plastron?

I'm guessing ornate box turtle too. Poor thing. How badly does one have to look after a turtle to do that to it? :(

Is MBD mainly caused by poor diet and care or is it something they are born with. From my understand this poor little guy may be up to 4yrs old and has lived on meal worms and strawberries only. Now that my sister has it hopefully she can give it the love and help it needs.

Wow. I've got some pretty bad ones in before. But this poor guy takes the cake for sure. Rather difficult to be 100% but either an ornate or desert box. I'm leaning towards ornate because the desert boxes typically show meow brown than black. But obviously the growth and keratin is severely unbalanced. God speed with this little guy.
