How do I keep my Russian tortoise hydrated?

I've had her for a few months, and finally got her to eat a plant in the garden (she refuses to eat it with calcium though:p), but I think the main problem was dehydration. Is there a good way to get her to stay hydrated? I've been giving her daily soakings in an electrolyte/water solution, but she doesn't drink it. Also her enclosure humidity is 60-ish, and she has a water dish she crawls into occasionally, but her eyes are still a little sunken. Thank you all for your help!

What species and age? Where are you?

You can soak daily. I would not use electrolytes, or anything else. Just plain water.
Have the right size and type of water dish.
Spray the food with water.

To prevent water loss, higher humidity and a humid hide will help.

Thanks, will do! She's a Russian and I'm in Maryland, but she's kept inside for the time being.
