The screen filters out quite a bit of the UVB rays.
I don't think you can, it's not big enough to build another level, and short of cutting the actual glass tank(which is a no no) you can't go outwards.
Why don't you have a go at building something from scratch out of wood, or maybe use an old cupboard layed down as an enclosure.

There's just no way to "add on" to a glass aquarium. But you can just start fresh with plastic tubs like this:
Buy two of the biggest ones you can afford then cut out opposing ends and tape them together. Then cut out holes in the lids for the lights. Be sure to line the edges of the holes with foil.
