No. Do not soak.

Once hibernating, your tortoise should be left well alone.

The only disturbance needed is to check whether your tort has woken (be alert for pee) and to weigh it roughly every 3-4 weeks to check for weight loss. Your tort may stir a little when you are checking, but generally speaking they’re as responsive as a house brick. Be quick and don’t let your tort warm up.

If your tort pees, or weight loss reaches 10% of pre hibernation weight then it must be roused and kept awake.

At the end of hibernation, soak your tortoise twice a day in warm water for at leats 30 minutes to help it rehydrate.
