Hi baby sulcata tortoise is not doing well he won’t eat he is just laying around his eyes is closed shut they won’t open I don’t know what to do

Can you please attach pictures of your enclosure, and what is the temperature in the enclosure? Day and night. How long have you had your tortoise?

In addition to providing info on your enclosure, and temperatures (including ambient, basking, night), what kind of bulbs are you using? Many folks end up with those BRIGHT SPIRAL CFL bulbs that have been known to cause issues.

Do you soak your baby daily? That's very important as well as maintaining Heat I would give a read-through the thread Yvonne posted to you

Yes, please attach pictures of the enclosure. What are your temps and heating arrangement? What do you feed it? How do you soak? The thread Yvonne G posted will tell you everything you need to do and if you follow it there isn't much that can go wrong if you follow it. Good luck!
