Hermann's Tortoise Outdoor Habitat QUESTIONS

Hello, I am building an outdoor habitat for my 4ish year old Hermann's. I live in Seattle WA and while the summer temperature varies, often times it will look just how it does below (today's 10 day forecast). Will he be happy outdoors in this temperature? Can I leave him out there 2-4-6 hours at a time for fresh air and natural light?

I plan on making the base of his habitat out of natural ground dirt. He will have water and a shelter.
