Hermann's - males or females?

The breeder I got these two eastern Hermann's tortoises from said all her babies have always turned out to be female. These two are still young, but one of them is trying to mate the other. The smaller, darker one was trying to mate and squeaking. I'm pretty sure he must be a male. But they both look alike. They are both about 3.25 inch SCL. What do I have?
The one that tried to mate is the smaller one (on the right in all pictures)

The smaller one is a male Steve :D The larger one is a female.

You're really good at this! How do you know?
I thought their tails look too similar and their lower plastrons don't look different to me. I was convinced my two females were now two males.
