It’s reading 88 to the right of the basking spot the cooling spot is a little cooler but I don’t have thermometer there and also the basking spot is a lot warmer then the thermomenterPlease give us pictures of your tortoise and enclosure.
There is no way to hold humidity in an open enclosure, which is likely what you have.
Where is it reading 88? Under the basking spot, ambient, warm side, etc? You need the entire enclosure to be no less than 80, with a 95-100 degree basking spot.

Okay I think I’m gonna build a new enclosure tomorrow and put a better top on it to help with humidity and also make the substrate deeperIt lowers for a second, but when I close it it goes back to normal. I also spray multiple times a day.
Just the heater... I made one of my enclosures out of a Rubbermaid tub. I bought a $5 sheet of plexi glass and cut out a square in the lid, then screwed the plexi glass instead. I found a wall mount fixture and screwed it inside, then just made a cut out for the cords. I put some heat shield in the corner where the lights are. It hold moisture & temp well for less than $50..Also should I leave the basking and ceramic heater on at night or just the heater?

Thanks for all the help last night I sprayed twice with hot water today and fixed the tank and my temps are 90-100 and the cooler area and also my humidity is finally going up it is at 70 right now and I can see condensation!
