Hello! New Cherry Head Red footed Tortoise baby ? Need help, shell rot???

Hello!

Im Ray and I’m located in Florida. A few months ago I got a baby cherry head tortoise. He was doing fine up until a month ago I noticed his shell under him was looking a little weird. It’s gotten worse and I don’t know what’s wrong or what I’m doing wrong. He is currently located on my patio in a tortoise table. The temperatures outside are high usually 70s is the lowest (although I do have a heat lamp I can provide) and the humidity varies but usually is around 75.

It does look like there may be shell rot or fungus trying to start, however, the enclosure looks good, not too wet. I don't have much experience treating shell rot, however, if you dab some athlete's foot cream on those whitish areas, it's not harmful if it's NOT shell rot.
