I'm currently trying this to make my sully eat the hay. Commercial tortoise food and romaine lettuce underneath, with the hay on top. Is this going to work?

Hi! How old is your sulcata? They aren’t usually interested in hay as a hatchling. You need to focus more on fresh grass, weeds, and less romaine. I’ll give you a link for a good list of foods in a few minutes.

Also, your food bowl needs to be changed. Those straight down sides can be a tipping hazard. Try a piece of slate. It is flat and makes it easy for the tortoise to walk into it and it will help keep the beak trimmed.

That looks more like straw than hay. Grass hay looks like this:

Also, if you cut it smaller and soak it in a bowl of water to soften it they take to it better. I cut it up into 1/2" lengths, soak it to soften it then mix it up into the food so they can't pick it out

Hm. I've never heard of 'powdered hay.' I wonder what happens when you soak it in water. At any rate, babies won't eat it in that condition. If you cut it up into smaller bites and soak it he might take more readily to it (if you mix it up with his food).

Babies don't eat hay, and that is not a type of hay I would try to feed. Babies will eat freshly sprouted grass hay. The blades are very soft and tender and the little baby mouths can bite through them. Babies have a hard time with older, larger, tougher grass blades.
