Getting New Hatching :-) Need Some Help w/ Enclosure

I am getting a new hatchling in a few weeks and starting to get his enclosure setup. currently, I was planning on using a Rubbermaid tub w/ organic top soil mixture with Coco-Coir.
I am debating on the light fixture....
I was planning on using a basking light & UVB tube but since the enclosure is not going to be so big I wonder if both are needed ?? Can I use the ZOOMED POWERSUN MERCURY VAPOR BULB ??? Do if that is best do i use 100w or 80w ??

I've moved away from the MVB, as I've discovered they're too drying, too strong - especially for baby tortoises. My light of choice now is the tube type fluorescent bulb along with either a CHE or RHP for heat.
