Found a loose tortoise, what do I do?

Hi everyone! I live in Oklahoma, and I found a loose Russian tortoise wandering in our backyard. He looks a bit lost, and his shell is all dry. I'm not going to let him run loose because he's not native here, and probably would not survive long. I'm guessing someone dumped him, poor guy :(
I would buy stuff for him and keep him, but I don't have the money or the room to care for another reptile. Any advice? Where can I take him?

Put found flyers up and call the local vets and animal rescues. Russians are great diggers and climbers. He probably did one of them and got out of his home. Likely the owners will be looking for him.
For now give him a safe place to stay in the sun with lots of shade and that he can't get out of. A kiddy pool works good. Feed him spring mix for now and a low sided water bowl.
If you keep him he will need a better mix of food and enclosure inside and out.
