Eye infection? Need your help!

Hi guys, kindly check the attached pics. His eyes are covered with white membranes.
My baby Hermann(1.5 yrs old) has an infection on both eyes.

Enclosure details below,
Enclosure: Roof opened 2ft*3ft
Temp. & Humidity: 30-33 Celsius degree and 60-66%
Substrate: Exoterra plantation soil + coco coir(peat)
Feed: Various vege and plants
Light: Reptisun 10.0 UVB T5 24W & Exoterra Solar glo 80W

2weeks ago, since I found that my tortoise has a problem on his eye.

For the first week, I have tried,
soak in saline solution once a day(15mins)
apply terramycin once or twice a day

but it doesn't help much so I visited a vet.

The next week, I am trying,
soak in saline solution once a day(15mins)
apply eyewash(the vet provided, instead of terramycin) 3times in a day
apply Reptizoo eyedrop once or twice a day

Until today, there are no developments on his eyes.
The tortoise eats well and has good activity, but I'm worried that this will have some bad effects later.

So, if you had a similar experience, please share your knowledge with me. Such as what you did, how long does it take to be cured.

Are you sure those “white membranes“ arent supposed to be like that? I thought for sure that tortoises have three separate eyelid membranes just Like this. Looks normal to me.

Thanks for the comment however, it suddenly happened. Let me compare with other Hermann' tortoise eyes.

That is the nictitating membrane. It sometimes becomes inflamed when a tortoise is stressed. However, that membrane doesn't look inflamed to me. See if you can find this online:

You can apply it to each eye a couple times a day and it will soothe the eyes.

That is the nictitating membrane. It sometimes becomes inflamed when a tortoise is stressed. However, that membrane doesn't look inflamed to me. See if you can find this online:

Looks normal to me. When my torts get some water in their eye like when they are soaking this shows up.
