So about a couple months ago we purchased a Russian tortoise at pet smart and the recommend we buy a glass terrarium so we did no questions asked. Well she has started to like dig or hit her face against or her shell. So I want to know if the current set up we have kinda put together until we can build her a tortoise house.

100 w bulb about 10inchs away from her
UVB bulb about 14 inches away from her

You say you're going to build a tortoise house? Before you spend money on the wrong stuff, you need to know that these little Russian tortoises, though small, require A LOT of room! Your tortoise would be much better off outside. I would say a minimum size for indoors would be around 4' x 8'

Your cement mixing tub is too small, and the sides may not be tall enough, but it will do in a pinch.
