To be honest. Small baby tortoise don’t need lots of air flowing. Their life style kind of like earth worm. Soak them twice a day on a open warm area is good enough. Anyway your enclosure was Pro.

The vents are small, allowing air to move but my humidity stays high. 85%+ vents are at 2 @bottom, 1 @ top , so the enclosure fills with warmth and humidity.

Each enclosure is different. I build closable vents into my last closed chamber, and I actually opened them a bit in summer to let some heat out. If you are easily able to maintain 85% humidity and warmth, then you have the right amount of venting for your enclosure.
Vents are totally unnecessary as long as enclosure gets opened daily. Feeding, bathing or general wellness check should be done daily anyways so no worries there. Make sure your thermometer hygrometer is actually correct when it comes to humidity. Venting usually cause lower humidity. And high humidity applications are horrible on the mechanism so try one that has a probe on a wire so you can keep the mechanism outside the enclosure.
