Doesnt bury himself

My box turtle is showing signs of wanting to hibernate. He is refusing to eat and spending all his time hiding under the leaves but he doesn't try to bury himself or dig into the ground at all. shouldn't he be going deeper than just walking under the leaves?
Background- I found him at a busy intersection with only houses around and no fields or woods. Given the fact that he was also completely unafraid, I'm assuming he was a pet that escaped. This may be his first time hibernating. It's a native eastern box.

What kind of soil do you have? I loosen up the soil at least 1 -2 feet and then pile the leaves on top. I don't think they dig too deep, but it's best to give them the option
