Does this seem safe with eagles nesting nearby?

Hi. I live in southeast Virginia. New to owning having a tortoise. I know he needs to get out in the fresh air. I’m trying to make him a safe outdoor habitat. Do you think he is safe from the eagles and owls for a bit during the day in this?

I would never let a small tortoise being outside without the enclosure covered with a mesh against predators. Even a crow is able to take a smaller tort away.
It is only safe outdoors when you make it safe for your tortoise. Better safe than sorry.:)

I have a lot of eagles, crows and turkey vultures around. Even being between two lakes I have had the eagles make attempts to take the small dogs, and both eagles and crows will grab the rabbits but I wouldn't worry about if your not leaving it out there unattended for a long time. Most of the time it's just a fly by for the easy picking but the crows may spend a little more time and effort trying to get at it.
