Confused on the Substrate for baby Russian

Hi,
I've had a Russian for years and kept him in a substrate of a mixture of play sand and top soil, covered with timothy hay.
Now I have a baby Russian and he needs more care.
I am reading that they need humidity. I was under the impression that he should have dry, desert conditions.
I read that he needed to be soaked and the substrate should have moisture.
I need some information soon because it is very cold outside and he has a long winter ahead indoors.
