Hello!
This is an interesting one. It almost appears to be a burn, but I'm not sure. It could also be some form of infection. I will let someone with more redfoot experience take over.
What are its basking temperatures? Do you know anything more about the rare blood disease your other tortoise got? Before you went to soak your tortoise (I'm assuming this was recently?) you didn't notice anything like this on its shell?
I'm assuming the rare blood disease was a form of septicemia, or a blood infection caused by some species of bacteria.

It doesn’t look like rubbing to me. The light coloured area around the areola looks to be thinning. Also some of the coastal scutecare that colour in the centre of the areola.
I would get to a vet ASAP.
